Seller sold item he didn't have. Now refuses refund. No way to contact eBay.

I purchased race seats in November of last year. AFTER my purchase, they reached out and said they didn't have the item and it was on backorder. There was ZERO indication of this in the listing. They informed me that the seats could be delivered in January and asked if I wanted to wait. I decided to wait, not realizing that apparently I was getting drawn into a scam. It's now April and the seats haven't even shipped. I've contacted the seller multiple times and they refuse to issue a refund. This was over $2,500! I've read everything on eBay's "help" and "stepping in" but everything had to have happened within 30-90 days and we are now beyond that. I can't find a single way to contact eBay to report this seller fraud and get my refund. If anyone has any suggestions, please let me know. This seller needs to be reported.
