Seller refused to provide full refund for damaged item

Hi,
The product arrived damaged. Seller only offered a partial refund. For a full refund, seller is asking me to send the item (I pay for postage). I don't think this is fair. I read the eBay Policy, it stated that "there's a problem with an item, the seller is responsible for paying return postage costs."
I have asked eBay to step in to help but nothing is done.

Did you open a return for item not as described? The seller has 3 business days to provide a pre-paid return shipping label. If she doesn't, that's when you go back to the return to ask eBay to step in. Is that what you've done?
