I cannot find a way to contact eBay about this sale. New seller 0 items sold. Am I just screwed? Can't even leave negative feedback.

eBay can't force a seller to complete the order, but they do receive account defects for cancelling like that. Enough defects and their selling days will be limited or over.
Just be sure they didn't use "buyer requested" as the cancel reason - some sellers do that to avoid a defect.

Here's reason: 'I'm out of stock or the item is damaged.'

Hi,
Sorry about that, I bought this for 300$ and I forgot I put that I would pay for shipping. I want to sell the item for more $$$ is the ultimate reason why I canceled it and delisted it for more money. It’s basically a brand new generator and I think I could get more $$$ for it so I think it would be unwise to try.
Haha. Self incrimination.

Sounds like they're being honest but they may not understand how the defect will affect their account.
There isn't a reason they can choose for "my mistake, need more $" so he picked the closest.
If they're a new seller with no experience I would consider not leaving feedback, or at least not negative.
