The seller is from Germany, and stated that he ships items worldwide, except to Ukraine and Russia. However, in the search for other items from the same seller, for delivery in Austria, I get a notification that the seller has no offers for this location. How is this possible and why?

Try using the link to the seller's items found on the seller's feedback page (follow the "see all" link at the bottom to get to the entire feedback page if you are on the new feedback page), then use the "View items for sale" and make sure your item location is set to "worldwide". Not every listing appears in the "default" item location search, particularly if the shipping takes a long time.

Problem fixed. In fact, everything you mentioned is already well known to me. After that attempt the day before yesterday, I didn't do anything else, and yesterday everything was normal, I still don't know why. Maybe it wasn't a good day... LoL
