A buyer is requesting a return on a video card they purchased on04/30/2025. They said item is not as described. It was a used item and I stated all of that in the ad. They have had the item this long and have had plenty of time to test it. Now they are telling me they don’t have a computer to test the item and they are currently buying parts to do their first complete build computer. What can I do? Please help.

Since the buyer is still within the 30 day deadline of eBay's Money Back Guarantee ... your ONLY choices are to issue the buyer a prepaid shipping label OR a full refund.
If the buyer asks eBay to step in ... which they can do 4 days after opening a return request ... eBay will refund the buyer and let them keep the item. They'll also issue you a 'defect' and keep your fees. ☹️
I'm very sorry this happened, but you apparently didn't list the item correctly if it was USED. You listed it as 'Open box' which is defined as: An item in excellent, new condition with no wear.
You could have listed it as 'Used' ... but you chose not to for some reason.
