Refund

I can't figure out how to actually get to an agent.  I made a purchase for $17.65 after shipping and tax.  They were mis-sized.  The seller said ship them back and I'll refund it.  It cost $10.65 for me to ship them back.  He received the item and said I'll refund you $25.  I said that's fine, close enough.  Then he said eBay said he could only refund $17.65.  Can I get anymore of my money back?  That purchase doesn't even show up when I look at the Contest Refund topic.

The seller cannot increase your refund through Ebay. Ebay will only allow them to refund you for the price of the item since you paid for the return shipping.
