Open a Return Request for an ITEM NOT AS DESCRIBED, missing item/parts. Seller will pay for the return, if he wants it back, and/or refund. If no response by the fourth day, go back and ask ebay to step in. Do not close or let the case expire without doing this, if not resolved.

File a 'return request' from your Purchase History ... choosing 'Missing item' as the reason for the request. [Include photos of the package & packaging materials ... if possible).
IF the seller doesn't send either a prepaid shipping label OR a full refund within 3 business days ... THEN go back to your open request on the 4th business day and ask eBay to step in. eBay will handle the rest.
