An item I purchased was received missing some components and the buyer graciously allowed me to purchase the missing items and provided a refund. Once the missing items where received the item was installed and was defective. The seller is attempting to make a full refund but eBay is not allowing it due to the earlier partial refund.
How can the seller issue the full refund?

Has the seller tried to file a Cancellation? Part of that process is to refund you in full, back to the funding source.

Can the seller file a cancellation after the product has been delivered?
