I'm trying to estimate how much it will cost to ship an item using Ground Advantage with additional insurance on eBay. I know a price list comes up when you are actually creating the shipping label but I want to know the prices before the listing sells. Is there a way I can do that?

Unfortunately, I don't see the rates listed on that page and this link it refers me to just cycles back to the general shipping page:

I prefer to buy postage through ebay rather than the post office.

One can buy the shipping label anywhere online. In some cases it might be advantageous. Buying labels through eBay makes eBay the customer they want to speak to, should there be an issue.
Clicking on the link provided in the first response showed a table of the pricing. It's the first heading on the right column.
Is that not what you're looking for?

Also - when you buy your label through eBay, you have your choice of usps or shipcover insurance. You don’t have to go to the po to use usps insurance.

I still can't find the rates for extra insurance on top of the included $100 insurance with Ground Advantage on the USPS page, though. It would be nice to be able to compare the rates to Shipcover.

the usps link I gave you takes you right to the cost of insurance - it applies to all services including ground advantage.

Since you're so knowledgeable, I'd like to ask you another question.
Let's say I have item that is worth $180. If I want to ship it through Ground Advantage and make sure it's totally covered by insurance, would I have to spend and extra $3.18 for the $100-$200 range or could I just spend and extra $1.70 and get an extra $100 insurance on top of the $100 that already comes with Ground Advantage?

I only add the difference. I have never seen it spelled out, but when you buy the label, it says ‘add additional insurance’ - I take this to mean in addition to the base $100.
