Can a customer use their Health savings account or Flex spending account for purchases here on EBay if the item is indeed related to their health ?

I do not think you can use your HSA or FSA card directly on eBay. You would make your purchase with your regular credit card, then submit the expense for reimbursement from your provider.

Some health cards can be linked to your PayPal account - you would then select PayPal as your payment method.
