Part returned but didn't get money back

HI,  I made an authorized return of a part to a seller but didn't get reimbursed because they stated they didn't receive the return on time.  The return had to be shipped by 11/30 and was shipped out the day before but didn't arrive at the destination until 12/1.  The seller then asked ebay for a review of the return decision stating that they didn't receive the parts and ebay closed the case.  We appealed and were denied and the case was closed because we didn't provide a tracking # for the part return.   I have the tracking # and can show the seller received the return  but how do I get eBay to open the case back up?  I contacted the seller (partsplus14) and they are not responding. As it is now, I am out the money I paid for the part and the part as well that they seller has in his possession to sell again.  The Order # is 11-10753-98636. I have never had an issue sending things back before and was surprised that there is one this time since this seller gets positive feedback.

Once the case has been closed it cannot be reopened.
