Long ago when I first used Ebay I was using a Microsoft computer and now I am using a Linux computer because free.  And when I go to Login I have to jump through hoops to Login. Like I want to Buy something because Ebay takes PayPal, because Amazon does not take PayPal. And I have all this money in my PayPal account and no where to spend it, because Amazon doesn't want it and Ebay makes me jump through hoops just to Login.  Why do I have to jump through hoops to Login?

@chacha.zaoltqofj   Do not clear your cookies each time you log out.  Do not use a VPN.

Try using Firefox, it doesn't usually make you do the captcha verification so many times.

I think, on Firefox I just saved Ebay's cookies, which might be helpful, though still unsure.
