Leaving negative feedback for buyer

How do you leave negative feedback for a buyer? I had a person win the auction and he never paid or communicated with me at all. When I went to leave feedback I typed in "never paid sellers be aware ". Once I checked it, he was given a positive feedback with my comments listed. I don't believe that this person ever intended to pay for the item. For buyers who do not pay or communicate we should be able to leave negative feedback.

You can't give buyer negative feedback or leave negative comments.

The buyer can report the feedback and have the comment removed, but they'll keep the positive and you'll get a policy violation.

If the buyer doesn't pay in 4 days, on the 5th day, cancel the order for nonpayment and the buyer will receive a UPI strike.

Where can I find these policies? I am not sure what the point is of sellers leaving feedback if it's always automatically positive. I would like to find the policies to keep out of trouble because I did leave negative comments on the buyer.

Ebay sellers have been prohibited from leaving negative feedback for buyers for about 14 years. Negative feedback never had any effect on non-payers.

As @kensgiftshop already advised, cancel the transaction after 4 days of nonpayment due to buyer didn't pay so that Ebay will issue the Unpaid Item Strike on their account.

Put the non-paying buyers on your Blocked Buyer List.
