I ordered a seat cover and the seller created a shipping label, but never shipped the item. I've messaged the seller with no reply. I'm not sure what to do next. I can't get a refund because they created a label like it was shipped. How do I contact Ebay directly to resolve this? The cover was $130 and I don't want to pose that much money.

You don't know whether the seller shipped or not - he may not have gotten an acceptance scan which means the first scan may not be until delivery. You likely can't get a refund because it's too early to open a case.
Here's what to do...
When it's past the estimated delivery date shown in your Purchase History, you have up to 30 days to use the option next to the transaction to open a case for an item not received. The seller will have 3 business days to prove delivery or refund. If he doesn't, go back to the case on day 4 and use the option to ask eBay to step in. They will force the refund.

I don't see an option to open a case next to that item in my purchased list. I can't seem to find where it says anything like that or where to contact Ebay. I can click Item Not Received and it takes me right back to contact the seller, which I've done with no reply.
As far as if they have actually shipped it or not, the label was created April 24th. When I click the tracking number, it says label created, USPS awaiting item. So, I don't believe they've even received it at all yet.

As I mentioned, if the seller does not get an acceptance scan from USPS, the next tracking may not be until delivery.
You need to wait until it's past the estimated delivery date shown in your Purchase History to open a case. Is it past that date? If so, you can try opening the case from here:
