Item damaged USPS claim

Item damaged in shipping-does it need to be returned by opening a request or can I submit pictures to usps to refund buyer with out the hassle of it being returned? Buyer sent pics but did not open a request. Spoke to eBay and they said a request needs to be opened. Just curious it’s obviously damaged per his photos and under 100.00. Shipped ground advantage why the extra steps?  Thanks

USPS will not refund the buyer. You are the shipper, so YOU file the claim to be reimbursed by USPS.

 

In order for the buyer to be refunded by you, they need to file a Return Request. You can respond to the Return Request by issuing the refund to the buyer without requiring that they return it.

Thank you for clarifying they don’t need to actually return it once the request is initiated.
