I have had several bad experiences with selling to certain buyers based in Vietnam. This are relatively technical goods. One item I sold twice, each time the buyer failed to pay. After nearly a week of non payment in both cases, I cancelled the orders. In another case the buyer made a low-ball offer that I accepted, then claimed a part was broken, I asked him to send a photo and it looked like it was not the same as in the item we sent. He went on to claim more issues that we knew were false. he asked for a large refund. I offered a smaller refund or to return. My suspicion is that he has a buyer before the item got to him and was just seeing if he could make even more.
Now I have another buyer who bought 4 kits that would be used by trained professionals, not average people. he also used a best offer. While we negotiated his offers he was responding within 5 minutes of my responses. The last 36 hours after committing to buy, no response and no payment.
Could this person be speculating that he can resell and waiting to complete his purchase once he makes his sale?
What should I do? These items are desirable and had many watchers before I accepted this person's offer. What should I ask from ebay?
I mean no disrespect to Vietnam, just happens to be the place that has been the source of these dodgy transactions
