The term Volume Discount refers to listings were there are multiple identical items.  You have X number of an item, so if a buyer purchases 2, 3, or 4 of that item, s/he gets a discount.

I see that you are running a 30% off sale right now.  If you wanted to run a sale so people would buy more, you can run a Buy One Get One Free sale, for example.
