I only sell a few items a year and have never dealt with the tax question before. How can I get by that question?

What do you mean by "get by that question"? Every item you buy or sell on eBay (and many other online websites) has sales tax required if it is shipped to any State with online sales tax legislation.
You don't control the sales tax. eBay is required by most States to collect sales tax from the buyer and remit that amount to the State the item is shipped to.
As the seller, you don't handle the sales tax, but you do pay a Final Value Fee on the amount. since it is included with the price and shippping in the cost of the transaction.
As the buyer, you pay the sales tax as calculated by eBay based on where you have the item shipped to. The only exception to that is if you have registered a resale sales tax exemption with eBay.

Well I'm going down the form filling out each item. Just before the shipping info I see "sales tax" It asks me the state and the %. I finish and post without getting an error telling me the rate is too high or too low. I'm stuck

Just bypass that question and leave it blank. The listing form was designed before states implemented their Marketplace Facilitator laws. Buyers will be charged sales tax if their state has such a law. Only a handful of states do not have a sales tax.

Unless you are currently required to collect sales tax for sales to Missouri (e.g. you have physical presence for your business activities there) there's nothing for you to do (and even in Missouri that will change at the end of this year).
