How to send a partial refund without asking for a return

I want to send a partial refund, a specific amount, to a buyer for his patience. He has paid for the item.

Where do I find this capability and how do I do this in the amount of my choosing?

Find the payment in your paypal account and there will be a refund link.   Just change the amount and enter.   You might also be able to do it if they filed a return request.

Since Ebay now manages seller payouts, this is what to do in order to issue a partial refund your buyer:

1. Go to your Seller Hub > Orders > Paid & Shipped
2. Locate the transaction.  Click the down-arrow.  Click Send refund.  .
3. Choose a reason for the refund.
4. Enter the desired refund amount, and select Send refund.

I wanted to refund through eBay and not PayPal as the payment had not yet been posted to PayPay. I found it.
