I had a buyer make a bid on an item. After a week, there was no response. From what I can see, Ebay no longer lets you open a case on a buyer. It just has you cancel and relist the item. I did this and relisted the item. A couple of days later, the same buyer bid on the item again. The auction ended and he won again. After several days, I still have not heard from him. I looked at their feedback (they have a score of over 1300). It is filled with negative "positive" feedback because there is no other way to make a negative statement on a buyer. It was post after post of this person being one of the worst people they've dealt with on ebay. Story after story of winning bids and no payment or response to numerous emails and even offers of lower prices to entice them to pay.
The options to report a seller do not have any options where this person can be reported under their criteria. Once upon a time, they would have been banned by ebay for repeated abuse of bidding but this person continues to do this to who knows how many sellers. What are the options to help save other people from dealing with them? I know mine would be to ban him from making any bids on my auctions but how does one help protect them from doing the same to others?

96 hours after the listing ends, when you go to cancel, you will be given the option of ‘item is unpaid’.
That gives them a strike. A strike is how you ‘report’ a bidder. You can block bidders across eBay who have accumulated as little as 2 strikes in the past year.

ALL of those sellers are NOT using ebay correctly and instead are violating ebay policy.
Sellers who cancel on day 5 of no payment as "buyer did not pay" will give the buyer a strike on their account and feedback is blocked or erased.
