How to print return label when returned already closed

I issued full refund to my buyer but did not send him return label. It's been 3 weeks now. Return is closed. But buyer is not sending me my item back sayin he has no return label. How and where  I need to go  to send him return label?

Never refund until your item has been returned, otherwise buyer is not obligated to do so.  If you are sure buyer is still willing to return your item, open a free PirateShip account and create a pay-on-use return label to send him.  There is no option to do this on ebay since the return is closed.

No, you can't open the return.  You have to follow the steps in order:  send a label, buyer returns item, you receive, then you refund.
