I've tried requesting to speak to an agent via the chat bot and 1-800 number with no success. I'm having a delivery issue with an item I sold. Ebay's system is only set up for buyers as far as I can tell. I've spent at least 45 minutes attempting to get a hold of a live person. Please help!

It is not correct that Ebay's system in only set up for buyers.
Ebay Customer Service does not have a direct phone line because the agents are each working in different locations.
