I refunded the buyer before I received the item and he is unable to print the return label.

Once you issue a refund, eBay considers the return case closed and the buyer has no access to the shipping label, as you're finding.
If the buyer is willing, you can send them a shipping label in a message that they can print, but you'd have to purchase it from another source like PirateShip or directly from the carrier. You'll need to save or convert the label to an image format like JPG or PNG in order to do that.

If you mistakenly refunded the buyer before receiving the returned item, the buyer will be unable to receive a return shipping label and therefore not required to return the item.
The proper way to handle return requests is to approve the return, provide a return shipping label and refund the buyer only after receiving the returned item. If you refund prematurely, that means that you do not want the item returned to you.
