I sold an item a couple of weeks ago and the package seems to be held up somewhere in TN. I’ve contacted USPS with no luck locating the package and I’ve tried numerous times to contact eBay by waiting for a return phone call and every time I get an email from eBay stating they tried to call me back and the phone call failed. My phone number is correct in their system. I advised the buyer to file a claim to get a refund. Any other suggestions on how to get eBay to assist at my end? Thank you.

There is nothing eBay can do to locate a missing package at USPS. You are the one who needs to take action.
Insurance protects you, not the buyer. YOU protect the buyer. If the buyer opened a case, you need to respond to it and issue the refund from there. If a case has not been opened, you can use the Send refund link in the dropdown next to the transaction in your orders list.
After taking care of the buyer, THEN you can file a claim online here:
