I’ve sold on eBay for years. I created the mailing label for the buyer when I noticed a message “Funds on hold — estimated release on July …”. What is this message? Is the buyer in question?
i held onto the label for several days. I contacted the buyer that the funds would released later. He wrote and didn’t know what that was about.
I have 100% feedback. What is this about?

If your Ebay payout is on hold, you ship the item to the buyer. It has nothing to do with the buyer.
Per Ebay:
If your funds are not immediately available from payments for an item you sold, you're not allowed to hold shipment until the funds are released
