Is there anyone else who can't leave feedback as a buyer? I've followed all of the suggestions and still can't leave any.

A member can only leave feedback as a buyer up to 60 days from the date of purchase.

If you're on the app, go to your purchases and for the item there will be a big button to leave feedback for the item. Otherwise, look at your purchase history for the item you want to leave feedback for and you will see an icon which looks line a piece of paper with a pencil on it and this is the prompt for a buyer to leave feedback.

1. The submit button is greyed out and
2. I can't write anything -- can just fill in stars.

If you purchased it 60+ days ago you can't leave feedback for the seller anymore.

Try using a browser -- or another browser -- to rule out a browser or app issue.
Try another device to rule out a device issue.
The button to submit the feedback will not be active until you have filled out all the required fields with valid responses and included a comment.

I tried four different browsers including DuckDuckGo which doesn't save anything to a cache, but not another device as I don't have one. I filled out all required and optional fields and had no way to leave a comment -- something I wanted to do.

You should be able to leave feedback with any recent browser. Try temporarily disabling add-ons, or try a private or incognito browser window.
Try signing in to the Canadian eBay site and see if you can leave feedback there.

I just tried signing in on the Canadian site -- no luck leaving feedback. I then signed in on both DuckDuckGo and private windows in Brave and Firefox; the first allows no add-ons and saves nothing to a cache. Nothing worked.
