So, I just sold an item that I have had in my store for about the last 1.5 years for $700+ to a buyer in another country. I ship it off the next business day and it arrived at the international hub 2 days later. Within 12 hours, I received notification as did my buyer, that the item could not be exported to its destination country and that the buyer would receive a full refund. This would not affect me and I could keep the funds less the fees of course. That was it. No explanation, no reason why, just a sorry can’t be delivered. My buyer is highly disappointed and I received no answer from eBay. 6 weeks later, I see my item that could not be delivered, matching serial number, for sale at $875. I call eBay and they cannot tell me anything because they have no communication with global shipping. The item just sold 3 days after it was listed. I have same item for 1.5 years b4 it sells and they sell in 3 days!
So, they see an under priced item come through, pluck it from going on to its destination, claim a loss to the insurance company for the refund to the buyer and then resell it with maximum exposure on eBay to liquidate it within a few days. What a scam!

That's how it works and what you agreed to. It is up to the seller to make sure an item can ship to all countries they have not excluded. At least you received what you were happy selling if for. Shouldn't matter if ebay or even the buyer resold it for twice that.

It was allowed to said country and the buyer NEVER RECEIVED IT. It was taken and resold by eBay with no explanation why I could not have it back or why my buyer could not receive it.

No insurance was paid out, so no fraud and no lost to you as you received full payment for what you were willing to sell it for. This is just how international shipping works on ebay and some other venues as well. Even the carriers do this with undelivered and lost and found packages. They all decide whether it is worth returning, paying the claim, or try to recoup their loses by reselling.
You item was probably just part of a large pallet load of other items that sold at auction to some reseller, who then hopes he gets enough good items to make a profit over the unsalable items in the lot.
