Ebay does nothing about fake items being sold as real

This person is selling a fake toy Elcan replica scope and some unwitting person just bid $1500 on it. I've reported it but Ebay does nothing. I feel bad for the person who's about to be scammed and angry that this guy is getting away with this. What can be done about this?

And if you're wondering how I know it's fake:

Housing is wrong

Mount is wrong

Windage knob is wrong

Battery compartment is wrong

Battery cap tether is wrong

Reticle is wrong

Serial number is hidden because that would leave no doubt it's fake

The "unwitting person" (buyer) can file a Return Request when they receive the fake item.

Why not stop them from getting ripped off in the first place? And prevent the scammer from getting any money? Sure, Ebay or paypal may pay back the buyer but ultimately all users pay in the long run with higher prices and listing fees.
