Do I have to wait for a case to close to get a refund?

I can’t find a phone number to speak to an actual person on eBay. I purchased an item that was not as described. I opened a return case. The seller said they could not issue a return label or QR Code for the return, I would have to provide them with the cost of returning the item and they would PayPal that amount to me. I provided the information to the seller. They said the return shipping was too high so I could keep the item and they would refund me most of the cost of the item. Then the seller said he would have to wait til the case was closed before he could refund me. Is this true?

NO, that is NOT true. You do NOT have to close the case in order for the seller to refund you, they are lying to you. If the seller does not cooperate, you can ask Ebay to step in to help you.
- Find the item in your Purchases.
- Select See return details
- Select Ask eBay to step in and help.
- Select a reason from the dropdown menu, then select Confirm.
