Dispute a return - How do I get eBay to step in?

The blue-ray player (retail price $4500)  I sold for $700. It was clearly marked in the listing that the unit was untested and lacked a power cord.  Sold on March 5th. Now the guy says it don't work and he wants a refund.  Nearly 5 weeks after the purchase.  I'm an honest person but I don't want to refund the money.

If you listed as used, that means it works, no matter what you write in the listing. You should accept the return and refund when returned. eBay could decide you don't want it back if you don't, and refund without return from your funds.

If you don't know if the item works, you need to list for parts only.  Even that is not a guarantee that the buyer won't ask for a return, since eBay really doesn't insist that buyer's read.

If you have similar items listed, change the condition to for parts while you can.
