They have a bid on the item and the auction ends tomorrow and they want the item sent to someone else as a gift. So should they give address to eBay at the time they pay for item?

Cancel the transaction due to problem with buyer's address. Have them buy the item again and this time they need to edit the shipping address on eBay checkout. You need to ship to the address eBay gives you for your protection.

Have you verified that it IS the actual buyer that sent you the message?
If so, do as @Anonymous stated and cancel the transaction, relist, and they can repurchase it using the correct shipping address during checkout.

The buyer provides the shipping address when they go through the Ebay checkout to pay for their item.
