Bought from a seller who disapeared closed shop, I can't open a request. Why doesn't ebay have a simple OPEN REQUEST button or report a seller??? I have a tracking number for the item supposedly coming but weighs only 3lbs. The item I ordered weighs 30lbs, plus he closed shop...no answers HELP PLEASE !

Ebay does have those options, the problem for you is that your seller "disappeared". That isn't normal at all.
Did you check your purchase history, find this item and then open the claim from there?
If you can't find it anywhere, you need to contact Ebay directly for more help.
I would suggest that you contact Ebay for Business on Facebook or Twitter for the better trained CSRs.

IF/WHEN the latest estimated date of delivery has already passed by at least 1 day, you have up to 30 days past estimated date of delivery to file a Refund Request:
Go to your My Ebay page >> Purchase history
If the seller does not respond after 3 days, you can ask Ebay to step in to help you.

I tried but I can't, I message him 4 days ago, he shut it down and can't contact him. I want to report him but I can't figure what to do, because a SUPPOSEDLY item is still on the way by UPS at only 3lbs, it weighs 30lbs. No way to contact him now

You will have to wait until the estimated date of delivery has passed to file a Refund Request.
When you receive the item, if it is not as described, then file a Return Request.

The wait time is for filing an Item not Received claim.

That's it, THANKS....That's why I asked why is it so hard to open a request or report a seller, especially after he disappears..I have bought 3 items in the past month that gave a GHOST tracking number and it went to another address. The scammers wait a few days than Ebay reminds them to mail the item so they give a tracking number that never comes to you. I been on Ebay for 22 years and the scammers are eveywhere..You are a true Sweetheart for answering me and helping, so much appreciation on my part !

Reporting a seller is not the same thing as opening a request for return. Those are two separate things.
