Cannot send offers at 5%

 keep trying to send offers at 5% on eBay it will not allow me to do so I do not know what is wrong

When I send Offers to buyers, I do it at 10% off.  I do believe 5% is the lowest you can go.  Try 5.2% and see if that will work.
