Cannot create listing

When I try to create a listing it keeps saying there was an error on our end (eBay) try again. It’s been happening all day. When I visit eBay on a web browser is says you’re only a few steps away from updating your account to begin selling again. When I click it I get the same message all over again. Error on our end. How do I fix this issue?

Make sure the ebay registered name is EXACTLY identical to the name on your checking account, including middle initial or middle name.

Make sure you also register a physical street address, no P.O. Boxes. That can be changed later if needed.
