I have enrolled in the international shipping program, but cannot change my shipping exclusions list. Even though all of my shipping policies have no exclusions, they still show up on my listings. If I try to change it on my shipping preferences page, it just takes me to the page that tells me to go back to my shipping preferences page where I am unable to uncheck exclusions. Can anyone help? Thanks!

On the Shipping Preferences page, if you see international exclusions, click on Edit, then on the next page you do not see them, just click on SAVE. Now go back to the Shipping Preference page and see if they are gone. Then try checking a listing.

First go to your Business Policies and see what shipping policies are applied to what listings and clear out unused ones and consolidate others.

Thank you, I have already done that though. Everything is set with no shipping exclusions on the shipping policies, yet exclusions still show up on my listings.

Go to your Shipping Preferences and make sure there is no exclusions there.
If the above is ok, open the shipping policy on the listing itself to check rather than from the business management page, and see if that is correct.

Okay, that is where my problem is, on the link you provided, there are exclusions, but I am unable to change/edit it. If I click on edit, it takes me to this page https://www.ebay.com/ship/prf/excludeRegions, then I click on the edit shipping policies link and it is a never ending loop between those two pages. Also, I have clicked on the buyer's requirement link and I have nothing that would prevent someone from buying.

Thank you, thank you!!! Finally, the exclusions are off of my shipping preferences page! I rechecked all of my shipping policies and there are still no exclusions on them. The exclusions still show up on my listings, but I have a new one scheduled for this afternoon and am hoping it will show up without them. If not, I may be back here again. Well, I believe I have done everything correctly, and yet a plethora of exclusions to other countries is still showing on my listings. Any other suggestions? I have no idea what to do. Thank you.

Yes, I see the problem persists. When I had this issue I had to go back and redo the shipping policy to remove the exclusions a couple of times, but you apparently have already done that. Let me see if I can get some more help here.

One more thing, did you checkmark the option on this page to "also apply to current listings"?

A week ago, mine was not checked. When playing with some existing listings back then, I did checkmark the option, and now it is grayed out on the two accounts that I was testing. It is now set to apply to existing listings, as well as to future listings. This locked setting is something new.
I see that all 5 listings have bids, but assume the newest one was created after you went through your settings.
To help understand some of the issues, the account page will set exclusions for all of your listings. The shipping policies will add more exclusions to only those listings that use that policy, and is the same as setting exclusions directly in the listing when not using policies. So your listings may be affected by both settings. The buyer exclusions should not affect what you see on the country exclusion list within the listing.
I don't have shipping policies, and do not have eBay International Shipping (EIS) on this account, but do have EIS on another account, so my view may be slightly different.
Next step is to go into your shipping policies and see what is set up for international shipping.
On my account with EIS, my listing showed no international shipping (listing stated "Ships to: United States"). Then I revised shipping and added an International option (USPS), even though EIS was shown as active on the listing creation form. Afterwards, my listing showed that it shipped to the full set of countries through USPS. So I went back in and turned off the international option and now my listing shows a full set of countries through EIS. It should have said "Ships to: Worldwide", but instead lists all the countries.
It's possible this exercise might shake off those excluded countries.

@shipscript That check box seems to be gone from the page you linked to. In fact there really isn't anything on that page but some instructions.

Thank you. I am getting the same page as rfmtm below with no box to check. I also tried making a new shipping policy as wastingtime101 suggested and created a new listing that is scheduled. When I preview it, I have the same exclusions. Now I will follow wastingtime101's further advice and opt out of the business policies and see what happens. If that doesn't work, I will try changing the international option as you suggest.
