I have had three buyers recently send offers or buy item. All from a foreign Country. I have had a buyer that I canceled after Ebay charged additional international Fee, even though the shipping address for the buyer was in the US. I got wise after that. Each potential buyer even if they purchased an item, I check buyer information. That is a way to see where in the world a buyer is located. An extra step for me but it is worth taking the step. I have had three more China buyers sending me offers. My blocked list will be getting longer. I have global and international shipping turned off.

You don't have a legitimate reason to cancel those transactions so you need to select out of stock as the reason which earns you a defect on your selling record.
Maybe it's just me, but I find it hard to understand why a seller would prefer to lose a sale rather than pay a few extra pennies for the occasional sale with an international payment processing fee (1.65%).

The reason I cancel a sale is because I don't trust the ship to address, it may be a scam.
I wouldn't want a defect on my selling record. I choose "Problem with shipping address".

You may not want a defect on your seller account, but you will end up with a policy violation on your account if the buyer reports you for misrepresenting the reason for the cancellation - which is worse.
Many many many international buyers use package forwarders. I've been shipping to international buyers directly as well as through package forwarders for over 18 years and have never had a single problem with them. In fact I like shipping to a package forwarder because the item arrives within a few days and then my job is done.
