Buyer purchased item I can't find! I don't know how to report problem to Ebay

I already printed shipping label. I have looked thru all bins. I even went to store and bought new pair of pants but could not find them in long. And I was so upset over it that I bought the wrong size.  I decided I will just report the problem to eBay, but I don't know how to report the problem.

Go to your sold orders and select cancel transaction next to that item. Then select ‘I am out of stock’. This will refund the buyer from your funds, then eBay will release the buyer’s payment and reverse the fees.

Send the buyer a nice apologetic note, explaining that you are unable to ship the item they purchased, so you have sent a refund.
