The buyer's shipping address cannot be changed after they have purchased the item.
As the seller, you are required to ship to the address provided to you by Ebay.
Once you have verified that it is really your buyer that made the request, you can offer them to request that you cancel the transaction so that you can relist in order for them to re-purchase the item using the correct shipping address.
