Best way to handle "Insufficient Address/Return to Sender" issues(?)

Mailed an item to a buyer (using the buyer's address on file w/ebay) and the item was returned to me via USPS, with a note attached that says, "Return To Sender" "Insufficient Address" "Unable To Forward."  So, what is the best way to handle "insufficient address" returns(?)  Also, is there any way to recover the $12 worth of shipping I'm now out(?)  For what it's worth, I copied/pasted the buyer's replies (shown below) so the ebay community can offer the best possible advice.

Any help/suggestions would be greatly appreciated/thanks...

(1st Reply From Buyer...)

"So this is one of those towns where we don’t have mailboxes and since it’s usps, they don’t seem to want to deliver this package because they don’t expect to actually go to your door, they lazily look only for where your PO Box would be. Lol, so I’m not sure what to do. Amazon and FedEx and the other carriers have no problems but usps seems to. Any suggestions? My apologies as I didn’t anticipate this problem since I don’t often use usps (and all of our other Mail goes to another address). I could have you send it to my parents in Los Angeles? Open to ideas."

(2nd Reply From Buyer ...)

"And sorry again for the mishap."

(3rd Reply From Buyer...

"I have just moved here in the past 2 months and have not had this experience yet. As I mentioned, I do not have issues with other package carriers, as they come right to our door and leave packages. I’m was just explaining that I now see why USPS had an issue."

(4th Reply From Buyer...)

"I will have to go to the post office to ask them why this happened the way it did. I was honestly looking forward to its arrival and went on eBay to track it and saw that it was being returned to you and was just as disappointed. Ask you can see from my feedback, I’ve been on eBay for over 23 years and have perfect feedback as a buyer and a seller. I’ve never had anything like this happen, so I apologize for the inconvenience. We’ll find a way to fix it. ;-)"

It is up to the buyer to provide a sufficient, safe, and accurate address.  If the address needs no alteration, you can try to convince the post office to reship it for free.  Otherwise, you are free to invoice the buyer for the cost of shipping again to the same or updated address.
