Did you receive an email from eBay that told you about the restriction?  There should be some information about the restriction and what to do about it.  Check in the eBay message system.

First, make sure the registered name on ebay matches exactly to the name on your checking account. You can make any changes here:

My ebay > Summary > Account > Personal information

Make sure you supply a physical street address. You can change to your P.O. box later.
