About the combined shipping

If the seller not offer combined shipping but according to the tracking number ( same number) you could tell the seller shipped together, do we entitled to get some portion of shipping cost？

yes, but you have to ask the seller if they are willing to refund the difference 'after the fact'.

in future, ask the seller b4 you pay so they can send you a combined shipping invoice to pay from.

Sellers are not required to offer combined shipping discounts.  You can ask the seller if they will give a partial refund or not.  Keep in mind that the seller pays fees based on the total amount you paid so they will reduce the refund IF they choose to give one by up to 14.55% depending on the category.

thanks for your information, the seller charge flat rate for each item, after the auction I asked the seller if he could do the combined shipping but he refused to do that then later I find out he shipped together , I guess this seller want to make some money on the shipping cost, on my situation you don't  think I am entitled to get some portion of shipping refund? ( my winning items is from oversea, the shipping is not cheap)

My opinion if the seller not offer combined shipping, then they should shipped the item individually. Today shipping just so expensive especially the international rate, being a nice seller they always try to help the buyer save some money on combining shipping (if you buy more than one) but unfortunately some greedy seller will take advantage of combined shipping to earn some extra money.

Thanks for your information, I did ask the seller about the combined shipping but he refused to do that, so when I get my invoice it was showing two times shipping cost ( because I won two items from this seller), then later I received the same tracking number on this two items, he definitely shipped together ,that's why I would like to know if I am entitled to get some part of shipping refund before I go to ebay solution center

If the seller refused to combine shipping at your request and went ahead and did so anyway, then I agree with you about getting a discount on the shipping cost, but it won't be the total paid for the one package bc it goes by weight and dimensions of the combined package. So if eBay agrees, you should receive a partial refund on the shipping paid on one of the packages.
