Reimbursement for overpaying on shipping

If I get reimbursed, as a seller, a few dollars because I overpay on a shipping label for an item, does the buyer also get reimbursed since they essentially pay for the shipping?

Shipping options are unavailable to me as well as local pickup

Shipping carriers and rates are no longer available to me when I enter dimensions and weight of package. In addition, I no longer have local pick up option availability. What am I doing incorrectly and h ow can I resolve this.
