Need help identifying old tool

Hello - If anyone knows what this tool is called, or what it is used for, my memory has failed me on it.   It .was made by the Silver Company.  I would appreciate any help.

What are the measurements?

Can you post a picture with it closed, and part-way closed?

Pictures with better lighting would be helpful too. The shadows make it hard to see the details.

Also, pictures of the mark, and any decorations, if there are any.
