Ebay says it was a private transaction. How can it be a private transaction if i bought it on Ebay. Says im not covered on Ebays protection program. Hows that?

im finding that the seller's conversion from Euro's to US dollars are off , we buyers are paying more,check it out on conversion table!!!!!
