As title states, no option to have eBay or PayPal get involved. 

Why must I have to request a return for any claim?

Every time I open a claim it must be a return... obviously when a seller sends the wrong part, I would like to send a message, but I am forced into making a claim. Now, how am I to get the right part when I must pay 3 times the price for it to return...
