Why are buyers unable to make an offer even though I listed with Make an Offer?

I've had two buyers notify me that they cannot make an offer for a listing even thought I listed it with Make an Offer. Why are they not finding a way to make an offer?

Buyer claims item not a sari but a dupatta and wants shipping payment paid.
