While trying to contact seller through ebay. I get an undeliverable message from " Mail Delivery Subsystem to my personal email stating it was undeliverable. At the bottom it states this email was sent to the seller. So does the seller actually get ...

I did not receive an item. Seller offered refund of product but not shipping. Does ebay buyer protection cover this? Do I go ahead and accept the refund and then submit a claim to recover shiiping cost?
