I sold a tool, buyer has had it over a month...now wants a return/refund
because its broken/doesn't work.. Is there a time limit to claim this?

I think you have discovered a "Drop Shipper"Drop Shipping is one of
those shady Loop Hole business practices IMO... but they can make $ with
no inventory
