eBay charging buyers discounted shipping rates

I've noticed that over my last half-dozen sales that buyers are only being charged half the shipping costs, which is about my discounted rate. Is there a glitch or a way to resolve this problem, other than having to pad my shipping rate?

Increase in postage after calculated cost.

I posted a shirt for sale last night and sold it this morning. Calculated USPS 1st Class on a 10oz item was $2.89. When I went to purcahse the postage it had increased by .61 cents to $3.50. I reviewed the postage type and weight and they were right....
