Did Ebay change the way to send offers. In my original listings it offer's the customer to make an offer. If they are watching the item I can send them an offer or I use to be able to now no. What happened

how does a buyer confirm they received a refund? They have only received the item price but now want the postage price refunded. Ebay says they need to confirm the refund they received where do they do that at?
